The story takes place in a make-believe town called Oldwick, where the friendly Old Witch loves the local children. Halloween is threatened when a character named Mr. Butterbean issues an official edict banning the holiday. Refusing to let Halloween be canceled, the Old Witch uses her special magic and the help of her young friend Nikki to overcome Mr. Butterbean's rule and save the celebration
